During syncing with a newly installed computer with firefox, none of
the passwords moved over. Is there a backup or anything on the weave
servers that allows us to grab those passwords?

All your data is encrypted before it's put on the Weave servers, so
you need to use the same secret phrase to access your passwords on the
server.
