I tried to submit an app on marketplace.mozilla.org, but something failed
in step 2) App Manifest, maybe an encoding error of Norwegian letters in my
manifest file.
When trying to go back and resubmit i get the error message: "An app
already exists on this domain; only one app per domain is allowed."

How can i resume my previous submission, or delete it and start over?

Where you can resume and delete, however, it might not show your app yet.

Could you send me a copy of your manifest or a link to your manifest?
Then I can test it out file a bug on this.

I've now changed it to UTF-8 without BOM, I guess it was ISO-8859-1/latin-1
before.

Here are three variants:

All files are created/edited in Notepad++ and contains the Norwegian
special character "å" (å)
