I had a doubt about to limit Ram usage feature is available in
windows is there any feature not available in linux to limit Ram usage?

Most people who need to run mongo on limited ram, create a virtual machine inside their server with something like xen or virtualbox and limit its ram.

Tim is correct - since the Linux kernel 2.4 days there has been no way to limit memory usage in this way.  As is stands, this will not be changing anytime soon - virtualization is currently the best approach to segregate resources.
