Ruby Driver 1.4.0

The MongoDB Ruby Driver v1.4.0 has been released. The new version
includes a variety of bug fixes and new features. You can see a

Notable new features include:

* Configurable read preference:

* Replica set refresh mode:

* Prioritizing the choice of read slaves by ping time.

There are a still a few optimizations we'd like to introduce into
replica set refresh mode, and we'll release these soon in a patch
version. In the meantime, if
