Thsi is the one day that Goa Su-Raj has reason to
feel proud. The Dona Paula - Vasco Sea-Link is one of the prestigious
projects given voice to in its Road Map for Goa released in 2005. The other pet
projects are the Ribardar Causeway Necklace and the Nerul-Miramar
sea-link.
If it was left to this party to execute this
Dona Paula-Vasco sea-link, we would do it this way:-
1. Have all the interested parties bidding for
this project, display their respective models along with the specs, costs,
duration it will take to complete/put in operation and most importantly its
life-span.
2. Have this displayed in a centrally located
exhibition hall where citizens can check-out the pros and cons of each model and
vote (give marks out of 10 for each model) into the box kept next to the
model.
3. This vote would count at the time of
short-listing/finalizing the consultant based on the principle of 'BEST FOR
LESS' which may or may not be the final decision maker but help towards
making a qualified decision.
4. The short-listed/finalized consultant will be
held responsible for the time of completion as well as to bear the expenses of
the feasibility study et al.
We must realise that this is a most prestigious
project and should not be left to the half-baked government cooks like it has
been done for the IFFI where commissions ruled the roost, if we Goans do
not want to see the repeats of the Nehru and Zuari bridges.

provide good governance but still wants to gain or
regain

both to our
spiritual heritage from the past and our well being
