Not that people already participating via the mailing list need to
know, have added a wiki document on preferred path for getting help
with mod_wsgi.

Basically directs users to read the documentation first, then progress
to the mailing list and only if really think something is a bug in
mod_wsgi use the issue tracker.

More and more am getting people using issue tracker just to ask
questions on usage or environmental issues which isn't ideal as not a
good forum for discussion.
