Refusal of permit for phone masts based on precautionary principle

I am very proud to present you with a picture that has been taken from a
document issued by a local city hall in the vicinity of Paris, refusing
installation of phone masts on public housing based on precautionary
principle in respect to the risks to human health.
Please find below a translation of the text, and attached, a picture of
the original document in its frame from outside the city hall.

*Projected works : installation of 3 phone masts, *2 fake chimneys and
assorted technical devices on an existing R+10 type storied public
housing building.
*GIVEN *our previous declaration
*GIVEN *urban planning regulations, and especially L 421-1 article and
those that follow;
*GIVEN* city hall deliberations dating from July, the 4th, 2007,
*GIVEN* first and foremost, that the "precautionnary principle"
regarding to preservation of human health applies to this type of
devices as placed on top of public appartment type housing and nearby
suburban houses
*GIVEN *the negative notification given on this project in a
presentation to the building permit commission on June, the 28th, 2011,
*GIVEN *moreover that the project does not present any cyphered study of
irradiation measurement of antennaes and other devices to be put in place,
*GIVEN *then that it is most critical to group and mutualize the use of
such dispositives from different network operators so as not to end up
with a plethora of chimneys and ugly-looking technical devices on top of
a R+10 type building (i.e. building-type public housing)
*GIVEN *consequently that the project does not fit harmoniously in to
its immediate environnement and that its nature can cause environmental
harm in this neighbourhood (Article R-111.21 of Urban Planning Code)
*WE DECIDE*
The *REFUSAL* of the declaration of building permit for the described
project, in its former request.

*VU *la déclaration préalable susvisée
*VU *le code de l'urbanisme, notamment ses articles L 421-1 et suivants ;
*VU *la délibération du Conseil Municipal (D.C.M) du 04 juillet 2007,
*CONSIDERANT *en premier chef, le "principe de précaution" se rapportant
à la santé publique, quant à l'installation de ce type de dispositifs au
sommet d'un immeuble d'habitation et à proximité de quartiers pavillonaires
*CONSIDERANT *l'avis défavorable prononcé sur cette demande dans le
cadre de la présentation du projet en Commission des Permis de
Construire du 28 Juin 2011
*CONSIDERANT *de plus que le projet ne présente pas une étude chiffrée
des mesures des rayonnements des antennes et dispositifs proposés ;
*CONSIDERANT *ensuite qu'il s'avère indispensable de regrouper et
mutualiser l'ensemble des dispositifs que souhaitent installer les
différents opérateurs de téléphonie pour ne pas aboutir à pléthore de
cheminées et d'ouvrages techniques disgrâcieux au sommet d'un immeuble R+10
*CONSIDERANT *enfin et par voie de conséquence, que le projet présenté
ne s'intègre pas harmonieusement dans son environnement immédiat et
qu'il est de nature à lui porter atteinte sur ce quartier (article
R-111.21 du Code de l'Urbanisme)
*DECIDE*
La déclaration préalable est *REFUSEE *pour le projet décrit dans la
demande susvisée.
