most grateful if Andrew and all MPs could follow up on the email from
the Energy and Climate Change group as David Rigal said: “The
communications technologies which are selected to support smart
metering may produce radiofrequency signals (e.g. from mobile
communications technologies). Some consumers have concerns about the
impacts of these. In moving forward the Government, energy suppliers and communication technology
providers will need to give
further consideration to these concerns.”
We need to call for an urgent independent
inquiry as the Government and HPA are failing public health and
we cannot allow the energy suppliers and phone industry to be
given the authority to make these decisions, which could have huge
impacts on public health. It’s like asking the smoking industry to
tell us smoking is safe and offering to award them a huge contract in
the process.
Alasdair Philips told us that Vodaphone and O2 are hoping to get a huge
contract from the government. We simply cannot allow money to be put
before public health and I would therefore very much appreciate support
from Andrew and all MPs. It has been suggested that this could be a
legal case; we may need to consider a judicial review.
I would be most grateful if everyone could
offer support on this very important issue. We need to call for an
urgent INDEPENDENT inquiry before the Government and industry start
spending £9 billion installing dangerous technology in all our homes.

Thank you for your email about smart meters,
which Caroline has asked me to respond to on her behalf. As you know,
these have been promoted widely as a way of enabling consumers to track
their energy use and take responsibility for becoming more energy
efficient. Systems installed in some European countries, such as Italy,
have apparently been hugely successful and have not relied on WiFi or
similar technology to function. This is consistent in with Alasdair
Philip’s assertion that using an ADSL router based system would help
reduce electromagnetic exposure. The UK government plans to roll out
smart meters to all domestic energy customers by 2020 and has already
consulted stakeholders about its plans – see http://www.decc.gov.uk/en/content/cms/consultations/smart_metering/smart_metering.aspx
- although my quick scan of the government’s response brings up no
mention of any reference to health or potential radiation.
As you know, Caroline has recently helped secure a European Parliament
resolution on the health concerns associated with electro-magnetic
fields, and would argue strongly that any smart meter scheme needs to
reflect the concerns and principles of this resolution. She will be
writing to the Department of Energy and Climate Change and will ask too
what happens if people refuse to have smart meters installed in their
homes. However, real pressure needs to come from within government,
especially as the status of the European Parliament’s resolution is not
sufficient to impose any kind of restrictions on national schemes at
present, provided they meet existing EU laws on protecting the work
force from electro-magnetic fields.
As far as putting the brakes on the national scheme, you need to
identify MPs who will take this up as they will have a far better
chance of influencing the government than Caroline does. I am sorry
this is not hugely positive but I don't want to give you any false
hopes about what Caroline can achieve - the reality is that at present
action needs taking at national level just as much as in the EU.
Please be assured that Caroline will continue to speak out in favour of
the precautionary principle in relation to new technology and that
protecting human and environmental health remains a priority for her.

Another white elephant!
Please see enclosed news article: “Every British home is to be issued
with a ‘smart’ meter.” This system is using mobile phone technology to
transmit information on each family’s energy consumption, all in the
name of progress and the Green movement at a cost of £9
billion. I understand that every meter will have a hidden
mobile phone unit inside. The Government are making a mockery out of
the Green movement.
It is a violation against human rights and I do not wish to be part of
this mass experiment. I am absolutely horrified and fear for our
health. What are people suffering with electrosensitivity (EHS)
suppose to do?
EHS is a painful condition, the symptoms
include headaches, arrhythmia,
nausea, severe neurological respiratory, sleep problems etc, there is
no known cure apart from avoidance from electromagnetic radiation. How
do EHS victims avoid radiation from a phone meter unit in their home?
ES people should be protected under the UK law as they meet the
criteria for disability rights under all sections listed within the
law. Can the Government afford to pay to protect people who make
claims against them due to developing ES symptoms as a result of

There is mounting evidence to prove microwaves are harmful and I am
absolutely terrified at the thought of being forced to live with
microwave unit in my home. We all know that microwaves can accelerate
the growth of cancer and I do not wish to be put at further risk as a

(70%) DID find significant increases in the symptoms being analysed.
Caroline, can you please find out what happens if people refuse the
installation of this meter into their homes? I will certainly refuse to
allow this to happen in my home.
The UK Health Protection Agency and UK Government are failing public
health and putting lives at risk. Can you please call for independent
inquiry before the Government throw good money after bad?

The Government have now completed a consultation on the roll-out of
smart meters, which was widely publicised, and the Government has just
published a response to the consultation. As part of the consultation
process we produced Impact Assessments for both the domestic and
non-domestic sectors, which we have updated to accompany the
Government’s response to the consultation. The current Impact
Assessments for the domestic sector considers the heath issues as
follows:
The likelihood is that any health impacts of a smart meter roll-out
will be positive. In so far as smart meters enable suppliers better to
target energy efficiency measures, which confer health benefits to
individuals – particularly vulnerable individuals – deriving from
greater thermal comfort, the proposals would ultimately promote better
public health, reduce GP appointments and hospital visits etc.
The communications technologies which are selected to support smart
metering may produce radiofrequency signals (e.g. from mobile
communications technologies). Some consumers have concerns about the
impacts of these. In moving forward the Government, energy suppliers
and communication technology providers will need to give further
consideration to these concerns.
There is a substantial programme of work to complete before roll-out
can begin and issues such as those you have highlighted may be
considered within that process. The response to the consultation,

As part of the programme of work connected with the roll out of smart
meters we will consider what should happen if an individual consumer
does not want a self-standing display. You should be aware, however,
that a display provided with a smart meter is a means of delivering the
benefits of smart meters enabling the consumer to save energy and
money.

within environmental limits, but would also help ensure a strong,
