Update on bug tracking [Jira]

OK, our friendly admins tweaked the bug tracker, and want you to know that:

• The URL to register for a Jira bug tracker account is <https://www.couchbase.org/forums/user/register>.

• We got the Jira pages customized so they direct you to that URL, instead of just the unhelpful “contact an administrator” message.

• You can use those credentials across all of the public couchbase.org sites.  This means /forums, /issues and /wiki.

• Once you have an account you can use it to file bugs, and comment and vote on existing bugs.

• Self-registered accounts don’t have "Jira Developer” status, though, so by default you can’t have bugs assigned to you.  This is mostly to keep the list of assignees sane, as there will be many forums users who will not often, if ever, visit the bug tracker, and probably more people who will file bugs than who are willing to fix them :)

• If you do want to contribute to Couchbase Mobile, and want a "Jira Developer" role so bugs can be assigned to you, please email help...@couchbase.com and we’ll set you up.
