It has to do with a series of franchises that might sport the concept
"the best __________ franchise to never win the world championship".

Think about it. The Minnesota Vikings are a good candidate for being
'the best football franchise to never win the Super Bowl'; same for
the North Stars/Wild 'the best hockey franchise to never win the
Stanley Cup'; or the Minnesota Timberwolves 'the best basketball
franchise to never win the NBA championship'.

When a team like Buffalo loses 4 super bowls in a row, it must be kept
in mind that it was a cinderella team to begin with. Therefore, the
fans never really _expected_ to win. In virtually all pro sports,
Minnesota has the title of "most heartbroken loss society".

It is synonymous with loser-ass mercenary-keeper attitude on the part
of a provincial society which never travels and which thinks it is the
best rated place in the country whereas in reality Minnesota
(Minneapolis in particular) is America's Butthole.
