I guess you are seeing the 'new google groups' layout. It has all the usual updates and changes that have popped into fashion lately, needless to say it probably runs badly on older hardware with older browsers.
It's 'web-two-point-doh', same content, loaded with more icons with less clarity if you don't use it everyday.
There was an option to 'revert to the old groups' so you see the less pretty version (that is easier to use IMO).
See if you can switch back, it may make it bearable until google make it compulsory.
The cursor is a sign something is still loading, however your browser may not support that feature 100% so it gets trapped in the beachball mode.
Try another browser if you can be bothered, I have been switching to 'old mode' for many months, Christ knows when they'll get rid of that, I plan to stop moderating at that point :)
