Wifi and Bluetooth are different protocols requiring specific hardware, sometimes both are not installed. The Mac will tell you if it has Bluetooth, Apple Menu > About this Mac > More Info. Find Bluetooth in the list & see if it has any details about installed hardware.
Phones with Bluetooth generally allow files to be transferred via Bluetooth, but it really depends on what phone it is.
If it's an iPhone give up with Bluetooth & use wifi instead, Bluetooth is slower and shorter range, but it should work.
