Unable to remove HKLM items in Vista

Subject: Unable to remove HKLM items in Vista
I have move Startup.cpl to my system2 folder.  Whenever I try to
remove an item from HKLM it immediately comes back.

Can any one help???

Does it do this if you move StartupCPL back to the system32 folder?

Are you running StartupCPL as admin?

Is it an entry that is notorious for monitoring itself and adding
itself back automatically?
