  No, it was to move troops and material to where they were needed from &lt;br&gt; where they were. Early in Ike&#39;s military career he was part of some &lt;br&gt; cross country trip and it went miserably as I recall. &lt;br&gt; The US didn&#39;t invade anyone it shared a border with in the second half &lt;br&gt; of the 20th century. &lt;br&gt; Centralized government tends to do that.
