November Dinner Speakers

Richard E. Fredricks

Dick Fredricks started his career in marine salvage with the
Merritt-Chapman & Scott Corp. in
1967, immediately following graduation from the U.S. Merchant Marine
Academy. He served both
as a Mate and Apprentice Salvage Master, and then as Assistant
Operations Manager. During this
period, he graduated from the U.S. Navy Diving & Salvage School. Dick
joined Smit International's
American subsidiary company as Secretary/Treasurer in 1972. With the
development of Smit's
salvage and diving capability in the U.S., he was additionally named
Vice President. During this same
period, he obtained his MBA from New York University.

With the downturn in salvage activity in 1987, Dick left Smit and held a
number of management
positions in the environmental consulting and marine engineering fields,
including: Manager of
Equipment & Services with the Marine Spill Response Corporation, and
Vice President-Marine
Services with the marine engineering and environmental consulting firm
of PCCI. In March of 1995,
Dick rejoined Smit Americas, Inc. as Vice President and established the
company's East Coast
office in Baltimore, Maryland. Dick is a Director and President of the
Maritime Association of the
Port of New York/New Jersey.

James T. Shirley, Esq.

Jim Shirley is a 1965 graduate of the U.S. Merchant Marine Academy and a
1981 graduate of
Rutgers University School of Law. Between Kings Point and Rutgers, he
sailed with American
Export Isbrandtsen Lines and Murphy Pacific Marine Salvage Company.
After completing the U.S.
Navy Diving and Salvage School and service as Chief Mate and Master with
Murphy Pacific, he
served as Salvage Master for several years and then as Marine Operations
Manager with the
company. During law school he continued work as a salvage consultant and
as an expert witness in
salvage cases.

After completing law school, Jim joined the admiralty and aviation law
firm of Haight, Gardner, Poor
& Havens (now Haight Gardner Holland & Knight) where he specializes in
vessel casualty response
and litigation matters on an international basis. Jim is Chairman of the
Salvage Committee of the
Maritime Law Association of the United States, First Vice President of
the PONY Chapter of the
Council of American Master Mariners, and National Executive-Vice
President of the United States
Merchant Marine Academy Alumni Association.

The dinner will be jointly sponsored by the CMA and the Maritime
Association of the Port of New
York (MAPONY), of which Dick Fredricks is current President. We look
forward to a strong
turnout for this discussion which, as we all know, is central to
maritime safety and environmental
protection.
