Don't know; call the library. But if you have a decent printer,
federal forms are always available online. Go to http://www.irs.gov/formspubs/index.html

Probably not in public areas after the return due date. They need the
display case for other things after that.

You can always pick up forms at your local IRS office, order them by
phone or by mail, or download and print them from www.irs.gov
