Dear Commissioner Everson:
In response to your request for comments on efforts to increase
voluntary compliance and reduce the Tax Gap, we are submitting the
enclosed whitepaper which represents the collective efforts of the six
largest global accounting firms to provide an initial response to your
request.
The Tax Gap is a multifaceted problem and requires the development and
implementation of a comprehensive strategy that takes into account the
varying sources of noncompliance, reasonable capabilities of
enforcement and tax administration (including technology), and an
appropriate time frame for implementation. The Treasury Department
framework for such a comprehensive strategy is an important starting
point for discussion of the Tax Gap. The enclosed whitepaper provides
comments on the Treasury Strategy framework in general as well as on
each of its components.
