Mileage deductibility question

[Another Tax Payer]

For an independent contractor working at an agency, is mileage deduction
available for the following kinds of trips:

1. Offsite training required by the agency.
2. Offsite training related to the trade recommended but not required by
the agency.
3. Meetings of the local trade group.
