Federal Energy Tax Credit Requirement

I searched this newsgroup for this subject and didn't find my answer.

Does someone know where I can get definitive requirements for qualifications
for these tax credits.

I've just purchased a house and will be replacing a 1988 vintage
roof-mounted AC/Heating Unit immediately since a 4" crack was found in the
gas furnace heat exchanger. The seller credited me with the $1693 estimated
cost to repair the unit so I could decide whether to repair or replace.

I've searched the internet and can find no specific requirements such as
SEER rating and gas furnace efficiency. There also seems to be disagreement
whether installation costs are included. Some sites state the "Installed
Cost" but some installers say Equipment costs.

I also plan to replace all the exterior single pane windows and sliding
doors under the same program. The qualification specs for the windows is
documented but in this case I'm told only the window cost is covered -- but
not labor.

could replace the AC/Heating system this year and the windows in 2010?

What I'm after is something as clear as that published for the Cash for
Clunkers program.
