To use "Engineering" in a business name there must be a
currently licensed PE at the helm.
Just using the term in a business name is advertising that

Illinois Law prohibits the transfer of =anything= in order to shelter
it from collections, esp. when those collections are on the part of
government.
They (govn't) can go BACK a certain number of years and look for such
transfers (e.g. automobiles etc) and null the legality of the
transaction. I'm sure things are similar in CA.
State Law dictates what happens here, as no Federal Authorities are in
pursuit of his fiduciary holdings.

Collection agencies are now used by state and local governments. They
are considerably better at recovery than a bureaucrat that gets paid no
matter the outcome. These collection agents get a piece of the action
and can be viciously tenacious. The story behind that is a buddy who
tried to hide his tools and vehicles against child support. None of us
knew he was even paying and one night we saw flashing lights out front
and a tow company was taking his work van, in a third buddies name, off
to the impound yard.
The next day our mutual employer was served with court order to garnish
his wages. Over the next few weeks another buddy was served to testify
and the stash that had been stored at his place was taken too.

You do know that what most people think of as "bagpipes" are
