That is a very meaningless paraphrase of Matthew 16:13-20 (Peter's confession
of Christ)
The 'keys' in question were probably used by Peter on the day of the Pentecost
(Acts 2) when he announced the doors of heaven were unlocked to Jews and
Proselytes and later to Gentiles too.
