My brother-in-law has lost his contacts on his PC (Windows 7) and wants
to synch his contacts on his iPhone (iOS 6) to his PC, but wants to do
it correctly so that he doesn't accidentally delete his contacts on his
iPhone.
Since I neither have a PC or iPhone I'm here looking for simple
instructions how he can get the contacts from his iPhone to his PC.
Thanks for any instructions.

You need to say what he is keeping his contacts on the PC in.
The PhoneCopy app on the iPhone is quite capable and
impossible to stuff up when there are no contacts on the PC.
