The credit card isn't charged unless you make a purchase. The idea is to
have the card "on file" so you can purchase apps and media from your iPhone
or iPod Touch without having to key in a payment method. I had to give
them a card two weeks ago when I setup an iTunes account for my wife's
iPhone, otherwise she wouldn't have access to the App store from the device.
She loves her iPhone. I, however, remain unimpressed! ;-)
I've payed for iPhone, now they want few more dollars to download free
app...

Is it possible you are confusing a charge with an "authorization hold"?
Merchants setting up accounts to hold a future charge (like car rental
agencies, for example) will often place a temporary charge on your account
to test the card is "good." This isn't a problem for credit cards since
the charge isn't actuallly recorded on the account, but it often confuses
(and annoys!) debit card users, who'll see a few bucks removed from their
bank account until the hold expires (usually in 2-3 days.) My local gas
station places a $75 hold on debit cards when you pay at the pump, just to
be sure your card can handle the cost of a full tank before you fill up!
If only buy $10 worth, you won't see the other $65 redeposited in to your
bank account for a day or two.
I haven't seen any news online about any charges for opening iTunes accounts,
and I suspect people would be screaming bloody murder on every Apple-
related blog if this were the case!
Never take a sales person or customer services advisor's word for
anything unless it's put in writing first and even then check it.
I find that 90% of all sales people know less about their products than
I can find with 10 mins and google.
IIRC itunes asked for my credit card details when I set up the account
but it definitely did not charge a penny until I purchased a chargable app.

Auth Hold is what first sprang to mind when I heard about this as
well... But it still kinda sucks...

nor have i. when i set up my itunes account there was a 'none' box for
credit card type which i immediately checked.

The penny didn't get charged, but a penny was in fact transacted then
cancelled in order to verify the card. In fact, they pretty much do
this with almost every purchase from the Apple Store Online. You won't
see it on the final bill, but they'll charge a penny to verify the
card, then when they're satisfied, they charge the rest of the amount.
