Make a pin, by searching or by choosing 'drop pin', and then click on
the "Person in a red circle" icon on the left hand side of the pin
label. Obviously, this won't work if there is no google street view
data for the area you dropped the pin.

Thank you. That's not exactly obvious. Apple doesn't seem to be big on giving
help in their applications.

To be fair, there is a reasonably good manual at
http://manuals.info.apple.com/en/iphone_user_guide.pdf
although not a lot of people seem to know it exists.
On the other hand, it doesn't seem to have been updated for 2.2 yet,
so doesn't tell you the answer to your question about Street View.
Street View is only available from a location/address search. If there
is a Street View available, you'll see an icon for it on the left side
of the pin's caption/flag.

Clicking the square icon at the bottom right of the screen, and
choosing "Drop Pin" will make a pin that you can drag to wherever you
like.
