negative T-bill rate

The WSJ reports that one of the T-bills maturing early next year has
traded with a negative interest rate. That means the buyer is effectively
paying to have someone else hold his money.
Imagine paying a management fee to the bonehead who bought that for your
account.

UNDER OATH to Judge Emerson (that's the financial statement where Bill
claimed not to have a pot to piss in) is the $40,000 IN CASH that Bill
claimed to have TWICE in the past year (once in March, 2009, once in
September 2009)?
