Torture by H1B Employer !! want to complaint

Jersey owned by an Indian.I was Dumped with 8 other persons in one
bedroom apartment.
He never paid me any payment for first 4 months as he told me thatI am
on BENCH.
Then he started paying me minimum wages which was written on LCA and
he used to pay me monthly by chek and started cutting 500$ every month
from my salry and told me that he will pay me the amount after 1 year
working with him.Which he has not paid me till date.
He filled my LC and I paid him for the Lawyer fee, now my LC is
cleared/approved by DOL, and when I asked him to file for I-140 he told
me that he can only file for that after 1 year.
This owner has 3 of his relatives on H1B as network admin and he could
not place them with any clint so they are working in STORES not in IT
industry as H1B for them was in IT. He is abusing H1B
The owner of this consulting company has also a RESTURENT and 6
illegals and 3 H4 people are working in his resturent, which is illegal
As I have filled my H1 transfer with other company i want to teach him
a lesson. I want to inform about his illegal practice and about the
Persons he has employed in his resturent.
I do not know whome to complaint? please give me any Email of INs or
phone no so that I can tech him lesson. the area is New Jersey.

illegal. Just call the local labor department. They'll probably coordinate
with INS. Make sure your H-1 transfer comes through first though...
