I admired him till say 15 years ago. Prior to then he seemed like an
example of what's good about capitalism. He came out with computer software
that helped the public. Then he became a monopolist and mickysoft has been

Not that I'm a huge Bill Gates fan, but you do have to realize that
what you are looking at is
the Millenium Scholarship. From the description:

This initiative funds tuition for low-income minority students seeking
undergraduate and graduate degrees.

He does have numerous other scholarships, including those for white,
for anyone, and for various specialized
degrees and schools. It is his money, why shouldn't he distribute it
as he sees fit?
