Information required for Marine Engineers and their Certification

I want to know about the names and addresses/web pages of the
Certification/Assessment bodies for "MARINE ENGINEERS".
My brother, who is a young man and has done the following education
wants to apply for Canadian Immigration and needs informations about
the same:
* 12 years of Higher Secondary School in Pre-engineering subjects
* 2 years B.SC in maritime
* 5th. Engineer competency certificate in Singapur
* 2 years regular studies in Sydney- Australia and just completed his
"ADVANCE DIPLOMA IN MARINE ENGINEERING".
Now working in Pakistan as "SHIFT ENGINEER/MAINTENANCE EXECUTIVE" for
a Japanees company who is with Pakistan.
* Having more than 12 months experience as "5th Engineer" in different
shipping companies.
can some body come back and tell us about the Certification process
and an "Application Post", while my brother is Pakitan resident now
and wants his case done in shortest possible time.
