I question concerning "permanent residency " or "Landed Immigrant"
papers.

I moved to Canada as a baby from USA. Had Landed Immigrant papers all
my life. Married at 19 to a Canadian for 21 yrs then divorced. Had 3
children all born in Canada in that marriage. Divorced, moved to USA in
1999. Married a man and now its a bad marriage.
Are my Visa papers still good that I could move bak to Canada? I spent
39 yrs there. My 3 children live there & the youngest is 10.Can I
move back over from the US?

If you are not Canadian citizen then you need to re-apply for Canadian PR
visa. Your status is gone as you didn't meet residency obligations as set
here:

Before re-applying for PR, I suggest you apply for a travel document. You
do not meet the 2 years out of 5 requirements but given the lenght of time
you spent in Canada and the fact that your children are in Canada,
humanitarian reasons may warrant an exception. Not enough info here to say,
but it would cost you only $50 to find out.
