Landing paper "Not valid for Travel"

Guys,

I've applied to renew my PR card but in the mean time I need to go to
US for business and when I contacted CIC, they told me to use landing
paper in border crossing along with expired PR card. Is it a right
advice coz I checked my old landing paper and its stamped "not valid
for travel"!!!!!!!

Please advise.

Right. Your landing paper is not travel document. It generally
cannot be used to prove your PR status, such as to commercial
carriers, other government, border officers, etc. So if you need
to fly in to Canada as PR, then landing paper won't be good.

However, Canada immigration officers does not care too much on
travel document to prove your PR status. As long as you have
some proof of identity (e.g. passport), and the office
connection to CIC database have no issue, they can confirm your
current status, more current than any travel document. So if you
can manage to get to the POE / border office (with immigration
office inside) - such as driving your car to the border - then
you should be able to get in just using passport and landing
paper. Note that it means you will need to stop (park), get in
to the office, talk and wait while the officer confirms your
status.

Your PR status have nothing to do with new PR Card application.
Your PR Card have no influence / significance whatsoever to your
PR status. You can have valid PR Card but your PR status already
invalid, and in other hand you can have perfectly valid PR
status while your PR card has expired or non-existent.

Therefore, when the immigration officer check your PR status,
they won't care whether you have PR Card application or not,
since it has no value whatsoever.

The answer you wee given by the call centre is correct if you are
traveling by surface carrier. If you are flying the airline may deny
boarding if you do not have a valid PR card.

Thanks Jim and Arif for your input. Its just that I never used border
crossing and though I travel to US almost every month but its always
by air. How difficult is it to get travel permit from candian
consulate?

Good advice from call center - non-commercial land travel is different
that air travel.

A point above highlights what I think is one of the biggest logistical
shortcomings of our Immigration system:

The inability to have applications like PR cards, work permit renewals
etc show up as being in process, BEFORE the decision. It takes nearly
3 months to renew a work permit these days, and the application
doesn't show in FOSS until the day its approved.

CIC let's them sit in mail rooms until the Officer picks it up and
makes the decision, but somehow many Visa Officers, POE Officers etc
always seem to think that nothing showing in the system means that
there is nothing in process. I can't even begin to count the number
of times a client enters Canada while a Work Permit extension or PR
card extension is in process, yet the POE officer acts as if it should
be showing in the computer. I don't know whether its a case of CIC
leading them to believe that applications are entered into the
computer upon receipt or what, but most seem to think this way.

For flight using commercial carrier - as I said before - landing
paper is not enough (practically it is possible if your
citizenship does not require visa to visit Canada, albeit
principally not correct).

It is called travel document and you need to get it from outside
Canada. The fee is $50. The forms can be seen here:
http://www.cic.gc.ca/english/information/applications/travel.asp

AFAIK not difficult: you need to go to visa office submit in the
morning and most likely can get it in the afternoon. Or do it by
mail (may take several weeks).
