You mean state hospial emergency rooms, which is the only kind of medical
care Jose can get. Of course, he can't take time off from work when he's

Rights and privileges are two different separate ideas.
The Founding Fathers *never* intended to guarantee the rights of
illegal immigrants to come here and leach off of Real Americans, but
the Constitution does protect certain rights of foreign people who
happen to be in America on business or a pleasure visit.
Privileges are *special* actions that are allowed to be taken only by
certain people, for instance, the rich elites.
If *everybody* is accorded the exact same privilege as though it was a
*right*,
then it isn't a privilege at all.
