I have been having trouble getting Paypal to work correctly with a bank
account and debit card. I have it all ready but something behind the scenes
isn't letting me get going. Would appreciate direction to a good
non-chexsystems bank that would allow me to sign up right away and receive a
debit card in a few days. Thanks.

What do you mean "get going"? You enter your info and after they
confirm your bank account you can send and receive money. Why would
PayPal send you a debit card?

Paypal is pushing their card products. I get a spam screen
everytime I log in, and again when I pay for a purchase.
