It was during the Clinton administration that a law was passed to force
banks to give loans to people who would not otherwise qualify (AKA high-risk
borrowers).
The banks were threatened with lawsuits if they did not comply with the law.
To reduce their risks, the banks packaged those "poison" loans and sold them
on the credit market.
