It it's quad band it will have both U.S. bands. No 3G (1700 MHz) band
for T-Mobile, but it doesn't matter because T-Mobile prepaid doesn't let
you use their data services anyway. Watch out for those models with
proprietary operating systems.

Personally I'd find a used 2G iPhone and get it unlocked so it'll work
on T-Mobile. The original 2G iPhones are still around $200 used though.
What's happening is that parents are loading up their old iPhones with
kid's applications, then upgrading to newer iPhones, and giving the old
ones, with no phone service, to their kids, so there aren't a lot of the
old ones on the market.

Sure the iPhone has WiFi. Look on craigslist for unlocking services.

It's amazing how well the old iPhones hold their value. Probably because
even without the phone part it's essentially an iPod Touch with a camera
and a good toy.

Wow I didn't know that! Thought it was purposely made
by Apple to lack wifi.
