What is a frugal source of music like mp3s or otherwise online or
otherwise from a pc?

Several things you can do to build up a music collection.
1) CD's. You can buy CD's cheap from 2nd hand shops and
pawn shops. Then use a program like CDEX or EAC to rip the
tracks to mp3. Perfectly legal if you retain the original
CDs.

2)Register a bunch of e-mail addresses. Then join an on-line
music source. You can get lots of free music just for signing up.
Be sure to read the TOS. Sign up for the same service under
different usernames and use different e-mail addresses.

3) usenet. Google it.
