Paypal confirmed address only. Why would a merchant choose to loose
sales like that?

last year it was only $18.99 ;-) but was better than all
the $25+ ebay sellers.

So they dont get ripped off by scam artists using stolen cards.

That sort of low margin transaction is more important to avoid the rip
offs with, because you dont have the margins to wear the rip offs with.

Are you talking about a box at the post office or somewhere like the
UPS Store (formerly Mailboxes Etc)? If it is the post office private
carriers can not deliver there.

The only carrier that can deliver to a US Postal service PO box is the
USPS.

Apparently this merchant has decided that the cost of adding USPS as a
delivery option outweighs the number of sales lost to customers with PO
boxes.

Also, a lot of merchants have signed exclusive deals with one shipper to
get better rates. In the past, the USPS was not allowed to offer volume
discounts like this. (Maybe this has changed.)
