NATO missile shield estimated to cost nearly a billion dollars

Riga: Establishing a missile defence shield covering all NATO
member states' territories would cost 800 million euros (975
million dollars), the alliance's Secretary General, Anders Fogh
Rasmussen, said Monday.

Speaking in the Latvian capital Riga at the end of a four-day
meeting of the NATO Parliamentary Assembly, Fogh Rasmussen
estimated that it would cost 800 million euros to provide
protection for areas of special military importance, the Baltic
News Service reported.

It would cost another 200 million euros to extend the shield's
coverage to "all 900 million residents of NATO member states,"
Rasmussen was quoted as saying.

Though he said a nuclear-free world was a possibility, he defended
the alliance's need to keep its atomic arsenal for the forseeable
future.

"As long as the nuclear weapons exist, there will be terrorists or
insurgent regimes threatening with nuclear weapons, and we too must
have nuclear weapons to oppose them," he said.

Danish soldier killed, 5 wounded by explosive device in southern
Afghanistan

COPENHAGEN: The Danish army says one of its soldiers has been
killed and five others injured by explosive devices in two separate
incidents in southern Afghanistan.

The Army Operational Command says a soldier was killed and two
injured after the vehicle they were inside was hit by a blast
Tuesday.

Hours later, three others were injured in a similar blast.

Denmark has lost 30 soldiers in Afghanistan since it joined the
U.S.-led coalition in 2002.

The Nordic country has 700 troops serving in the NATO-led force in
Afghanistan. Most are based in the volatile southern Helmand
province.

US military suspends refueling at vital Kyrgyz base

WASHINGTON: The US military has stopped flying aerial refueling
tankers out of Krygyzstan as the government there presses to
renegotiate a fuel contract for a major US base, the Pentagon said
Tuesday.

The Manas air field, a vital hub for the US-led force in
Afghanistan, was "still operational" but flights for KC-135
refueling aircraft had been suspended amid talks with the Kyrgyz
government, Pentagon spokesman Bryan Whitman told reporters.

"We are negotiating with them adjustments under the current fuel
contract," Whitman said. By halting KC-135 flights out of Manas,
"that's a significant way of conserving fuel," he said.

Asked if Bishkek was demanding a higher price for jet fuel, he
said: "It's sufficient to say they're not proposing reducing the
cost of the fuel."

Whitman declined to say what alternative bases would be used for
the refueling aircraft.

Leaders of the Kyrgyz interim government, which took power after
ousting president Kurmanbek Bakiyev in an uprising last month, have
alleged the ex-president's family embezzled millions of dollars
from lucrative jet fuel contracts with the United States.

NATO has increasingly relied on the Manas base, outside Bishkek in
the country's north, as 30,000 additional US forces deploy to
Afghanistan.

But the US military presence has irritated Russia, placing
Kyrgyzstan at the center of a big power rivalry for regional
influence.

Kyrgyzstan last year threatened to close the base after receiving a
promise of more than two billion dollars in aid and loans from
Moscow, which many saw as a sign of Russian resentment over the
American operation.

Bishkek eventually agreed to keep the US base open after Washington
more than tripled the rent paid to use Manas.

The US base operates round-the-clock, carrying out mid-air
refueling missions and medical evacuations while transporting tens
of thousands of troops and hundreds of tonnes of cargo every month.

CAMP MONTEITH, Kosovo: Soldiers of Multinational Battle Group East
took part in a large exercise May 27 that involved multiple
situations and tested the agility and adaptability of NATO Kosovo
Forces (KFOR).

The event...tested the ability of MNBG E soldiers to control a
riot, provide medical treatment, and react to unexploded ordinance
(UXO). The Battle Group command staff coordinated and directed the
maneuver of American and Turkish forces, as well as MNBG Ebs
aviation assets and the explosive ordnance disposal unit as they
all responded to the challenges of the exercise.

bIn a training exercise such as this, you are going to get
exposed to UXOs, casualties, and a wide range of other things that
could potentially occur in reality.b

Soldiers in the MNBG E area of operations, outside of Camp
Monteith, also took part in the exercise.

Army Lt. Col. Jerry M. Anderson, of Bismarck, N.D., the deputy
chief of operations for MNBG E, said Ukraine soldiers supported
operations on the Administrative Boundary Line with Serbia, Polish
soldiers vigilantly monitored the border with the Former
Yugoslavian Republic of Macedonia, and Greek soldiers provided a
Quick Reaction Force capable of responding across Kosovo.

KFORbs Portuguese soldiers played the role of mock briotersb
who provided resistance to both the Turkish and U.S. soldiersb
defenses at Camp Monteith.

Tasked with the role of outer security, the Turkish soldiers under
the command of Turkish army Capt. (OF-2) Ali Dunder, were the first
to meet the opposition outside a concertina wire fence built by
U.S. soldiers.

A medical evacuation of a simulated injured soldier took place
during the mock riot, and the medics on the ground and the air
medical evacuation team were quick to respond. In less than 40
minutes the soldier was headed back to the Camp Bondsteel hospital.

The U.S. soldiers took over the outer defense from the Turkish
soldiers and gained more experience in quelling violence and
helping enforce security.

Multinational Battle Group East is a U.S.- led unit, commanded by
Army Brig. Gen. Al Dohrmann. This Battle Group is comprised of
nearly 1,200 soldiers, including Task Force Hellas and Task Force
POL/UKR (Polish/Ukraine) and Turkey....

BOGOTA: Colombian presidential front-runner Juan Manuel Santos says
his country is ready to join Chile and Mexico in playing a more
active role on the international stage and to turn the page on its
violent past.

Colombia, a staunch U.S. ally, remains the world's top cocaine
exporter....

Santos, who easily won Sunday's first-round presidential voting and
enters the June 20 runoff as a solid favorite to succeed his ally,
Uribe, told Reuters in an interview that Colombia should become
involved in such international bodies as NATO and the Organization
for Economic Co-operation and Development.

He also wants Colombia to move beyond being simply a recipient of
U.S. military aid. Uribe's war on FARC guerrillas was funded partly
by hundreds of millions of U.S. military aid.

"We want to introduce ourselves more in the NATO and OECD like
Mexico and Chile have done, to be more important players on the
global stage. The circumstances are right," said Santos, educated
at Harvard and the London School of Economics.

Fellow Latin American countries Mexico and Chile are already
members of the OECD, a group of free-market democracies that is
expanding its membership to include emerging market countries.

As defense minister under Uribe, Santos was the architect of tough
strikes against the FARC or Revolutionary Armed Forces of Colombia.
In the June runoff, he faces Antanas Mockus, a former Bogota mayor
running on an anti-corruption campaign. Santos beat him by 47
percent to 22 percent in the first round.

Santos said under his government, Colombia's relations with the
United States would be more than just "asking each year with the
hat out to see how much we can get."

"We are a friend and a strategic partner, we can help in many
things. They are already asking that we help, in Central America,
in the Caribbean and in the fight against drug trafficking," he
said.

Colombia plans to send 50 troops, some with anti-drug and land mine
training, to Afghanistan under the command of the Spanish army
before Uribe steps down in August.

READY FOR TALKS

Investors applauded Santos' wide first-round margin as the former
finance minister and scion of a wealthy Bogota family promised to
stick close to Uribe's policies on regulation, taxes and fiscal
restraint, while taking a tough line with guerrillas.

But a Santos victory in June will test ties with Venezuela where
socialist President Hugo Chavez has called the candidate a "threat"
during a diplomatic dispute that has hurt trade between the Andean
neighbors.

Washington: Romania's readiness to host U.S. missile defense
systems demonstrates its 'serious' attitude to global security,
U.S. Secretary of State Hilary Clinton has said.

"We are very pleased Romania has agreed to host elements of the
phased adaptive approach to missile defense in Europe as we pursue
this shared goal," Clinton said after a meeting with Romanian
Foreign Minister Teodor Baconschi in Washington on Tuesday.

"This decision highlights the seriousness with which Romania
approaches its role in NATO and its commitment to enhancing global
security," the U.S. secretary of state said.

She described the talks, which focused on "the main bilateral
topics on our agenda," as "excellent."

In February, Romania and Bulgaria said they were in talks with U.S.
President Barack Obama's administration on deploying elements of
the U.S. missile shield on their territories from 2015.

The move came after Obama suspended last September plans by the
Bush administration to deploy missile-defense elements in the Czech
Republic and Poland due to a reassessment of the threat from Iran.
Russia fiercely opposed the plans as a threat to its national
security.

Last week, the U.S. opened a temporary military base near the
northern Polish town of Morag, 80 km (50 miles) from the Russian
border, in accordance with an agreement negotiated under former
President George Bush in 2008.

The U.S. troops will be deployed at the base to train Polish forces
until 2012, when the base is expected to become permanent. The move
has brought a strong reaction from Moscow, which is particularly
displeased by its proximity to Russia's Baltic exclave of
Kaliningrad.

Russia has suggested the base be moved away from the borders, and
the Foreign Ministry has said that the deployment does not enhance
regional security and cooperation.

In late April, Russian President Dmitry Medvedev said that Moscow
was interested in cooperation with NATO on issues of anti-missile
defense in Europe.

Japan's prime minister steps down over base row

TOKYO: Embattled Japanese Prime Minister Yukio Hatoyama said
Wednesday he was resigning over his broken campaign promise to move
a U.S. Marine base off the southern island of Okinawa.

The prime minister faced growing pressure from within his own party
to resign ahead of July's upper house elections. His approval
ratings had plummeted over his bungled handling of the relocation
of the Marine Air Station Futenma, reinforcing his public image as
an indecisive leader.

Hatoyama is the fourth Japanese prime minister to resign in four
years.

Until Tuesday night, Hatoyama insisted he would stay on while
intermittently holding talks with key members of his Democratic
Party of Japan.

But on Wednesday morning, after eight months in office, Hatoyama
faced the nation to say he was stepping down.

"Since last year's elections, I tried to change politics in which
the people of Japan would be the main characters," he told a news
conference broadcast nationwide. But he conceded his efforts
weren't understood.

"That's mainly because of my failings," he said.

His government came to power amid high hopes in September after his
party soundly defeated the long-ruling conservatives in lower house
elections.

But his public image has tumbled amid a political funding scandal
and perceived inconsistency and indecision, particularly on his
reversal on Futenma. Last week he said he would go along with the
2006 agreement to move the base to a northern part of the island,
infuriating residents who want it off Okinawa entirely.

Okinawa alone houses more than half of the 47,000 U.S. troops in
Japan, stationed under a bilateral security alliance.

His three-way coalition was cut to two members over the weekend
when a junior partner, the Social Democrats, withdrew after the
prime minister expelled its leader Mizuho Fukushima, who rejected
the Futenma decision, from the Cabinet.

Fukushima's dismissal enhanced her public standing as a politician
who stood up for her convictions and reinforced perceptions of
Hatoyama's wishy-washiness.

The Democratic Party of Japan and a remaining coalition partner
still hold a majority in both houses of the Diet, or parliament -
though just barely in the less powerful upper house.

Japan's largest newspaper, the Yomiuri, citing its own survey
conducted, said Tuesday nine out of 43 upper house lawmakers from
Hatoyama's party seeking re-election in July said Hatoyama's
resignation ahead of the poll was unavoidable, while 13 others
urged him to make his own decision.
