Is it really possible to implement a GNU/Minix just as a GNU/hurd? I
mean can we design a Debian installer using Minix3 as the kernel.

Well, having Debian installer doesn't mean becoming GNU/Minix. AFAIK by analogy with GNU/Linux GNU means built and used with GNU tools (gcc, gnu make, gnu libc, etc), so I think Tomas Hruby's build branch might be called GNU/Minix.

Debian installer should be very wishful, so apt port might be a good start.
