Port of libiconv

Hi,

I've managed to port the iconv library to Minix 3.1.3a. You can
download the package from here:
http://www.kolej.mff.cuni.cz/~kozis5am/libiconv-1.12.tar.bz2

It possible to compile it with ACK, I made just minor changes to the
source code. But it was neccessary to chmem several binaries.
And there is that strange fall of make, I went round it (see build.minix).
