Is the Mingus package being actively developed or is it complete?

I stumbled upon the Mingus package when searching for Python software to eplore music

theory.

I use the MUP music typesetting program (http://www.arkkra.com) 

so I am planning a MUP export method to add to this software.

So my question is if this software is still being developed and how can I

submit enhancements?
