Small Bill Printout (Other Lists Labels & Envelopes)

We use this method to print our smaller monthly bills for all our
customers, I am constantly experiencing great difficulty in setting up
this template for these to print onto correctly. The margins and
spacing does not seem to be uniform (page one always prints out higher
than the rest of the printout) top middle and bottom labels appear to
be different sizes?

Is there another way of stting up a document like this either by using
a mail merge through word or perhaps even being able to change the
margin or label size myself??

Pleae help if you can, its driving me mad.
