to Military Open Source Software
Are there any Government agencies using this OSS framework? My only
hesitation is "Made in Turkey" but as far as I know Turkey isn't on
any watch list for this kind of thing.

You should do risk management before taking on *ANY* off-the-shelf product, US or not, OSS or not.

Still, Turkey is a member of NATO, so there should be somewhat fewer issues with Turkey than with many other countries.

Normally I would.  A project that I was recently attached to threw this at me today. They are already well along in the process to be asking this question! :-\

Does saying "it's an open source library" buy you anything here? 

In our world, they don't love it when the support company is foreign, but it usually just delays, not denies, the request - at least if it's open source. After all, who knows how many Turks wrote code that's in RHEL, Windows, Apache...
