Why Network Only Works In Safe Mode?

I tried to clean my system of viruses, adware, and a messed up
registry but the registry cleaner badly messed up my user profile so I
decided to start over again with a new one. But it seems my systm is
even more badly compromised than I thought; when I tried to get the
wireless network back up, I see it running but I can't get any of my
browsers-- or anything else-- to connect to the network. Does anyone
whow what's going on? How to fix this? Everything is fine in safe mode
but doesn't work in any new profile.
