OMPM Conversion Error

I am using the Microsoft OMPM (Office Migration Planning Manager) to
convert some Office 2003 Templates to the dotx format and it always
fails with
Error: Unknown file type: (filename).dot

Has anyone managed to get the converter to convert document template
files, if so how?
Even if I create a new template and save it as .dot it cannot convert
that either. The .doc files convert ok.
