As you've discovered, frames cannot be used within tables (the basis
for lables, postcards, etc.). I know of two effective workarounds:
1) Place the graphic(s) in a text box, which resides in the layer "in
front of" or "behind" the document text; then fake the wrapping with
indents and tabs in the cell.
2) Split the cell(s) and place the graphic in one of the sub-cells.
