Two items:
1) There is no way to add "custom" art to the border list (i.e., art that
isn't supplied on the Office CD). What MS supplies is it, period.
2) Once you decline to install the standard border art, you won't be
prompted again. You can request it by going through the installer (Control
Panel > Add/Remove Programs > select Office and click Change), but you'll
still get only what's on the CD.
If you want a "border" made of your own art, use a graphics program to make
a JPG or GIF file containing a page-sized rectangle. Insert that in your
document or template (best to anchor it in the header) and send it Behind
Text.
