I purchased my computer in Austria and it already had
Windows XP loaded. The problem is that it is in German
and I want to know if I can change the operating language
to English as I do not understand German.

One cannot change from one language version of Windows to
another language version. You'll need to purchase a "full version"
of Windows XP in your desired language version and then perform
a "clean install".

Greetings --

You cannot upgrade or convert from one language version of the OS
to another, so you'll have to purchase and use the full version of
English WinXP to perform a clean installation.
