new printer can only be used by power users

I have winXP pro with simple file sharing disabled. There are power users as
well as normal users. A parallel port printer that was installed a long time
ago can be used by all. A freshly installed local printer (attached to the
network) can only be used by the power users. A normal user sees its job in
the print queue but it remains there forever with the message that the
printer is offline and busy printing. I tried the following:
- disable spooling (print directly to printer): does not help
- fixed permissions on temp and spool directories (writeable to normal
users): does not help
- even when a nomal user is changed to become a power user, that user still
cannot print. It seems that only power users who existed before, can print
- fixed xp's permissions wih the secedit comman (following KB313222): does
not help

Any suggestions? How can I debug this?
