XP Network IP conflict, don't know why. Help!

I'm having a very odd problem with my home network. I am running XP
pro as my primary, with a Win98 machine attached. The network was
working fine, ICS was not. In my zeal to fix the ICS issue, I screwed
up the network connections. I started getting "The static IP address
that was just configured is already in use on the network. Please
reconfigure a different IP address.", when trying to statically assign
192.168.0.1 to the LAN connection (somehow it was lost). Even with no
machine active on the network, I get that message.
I deleted all network adapters and re-added them one by one (one for
LAN, one for DSL modem). Same thing happens. Tried to ping
192.168.0.1, and got a time out. I don't see that IP assigned to
anything. The Win98 machine has a different static address, and is
turned off during this period anyway. The adapter for the DSL modem
has a 169.254 .
I can statically assign the LAN another IP just fine, but need it to
be 192.168.0.1 .

To add more confusion, for grins I went to the adapter for the DSL
modem and tried to assign it 192.168.0.1 and got a message that said
that IP was already assigned to the LAN adapter! Per ipconfig the IP
for the LAN adapter is 0.0.0.0

Any help would be greatly appreciated, I am certainly stumped !!

1. DSL should not use privet ip like 192.168.0.1.
2. post ipconfig /all here.
3. You should use DHCP instead of static ip.

As for your questions/comments below:
1. Only configured DSL as 192.168.0.1 to see if I could, didn't
intend it to stay that way.

3. Thought 192.68.0.1 on main computer was required for ICS to work?

address automatically. when you setup ics, it will assign the ip to the LAN
card.
3. still get the same problem, just assign static ip to both computers and
make sure win98 have xp' ip as default gateway.

Thank you for helping me... but I still get the same errors.
Per your suggestions:

--> even with all firewalls (XP and ZoneAlarm) disabled, I get the
error message that "The static IP address that was just configured is

already in use on the network. Please reconfigure a different IP
address". As you can see from ipconfig, there is nothing with
192.168.0.1 configured. The win98 doesn't either, and its shut off
during this process so there are no other computers connected. <--

--> tried this too, and get "An error occurred... Internet
Connection Sharing cannot be enabled. A LAN connection is already
configured with the IP address that is required for automatic IP
addressing."

Is there a registry setting that may be holding that IP address? As I
noted, this was working at one time (with 192.168.0.1) before I
started tinkering with it. Its as though something thinks the LAN is
assigned that address, though physically it isn't.
