Multiple NICs WON'T ACCESS INTERNET HP Compaq pc

Hi.. Problem about 12 days ago or so .. HP Compaq Pc stopped getting an IP
address from the router and will only get IP Autoconfiguration address..
tried 2 completely different networks .. one with dsl and a linksys router
and the other a cable modem and a router.. other pcs connected obtain ip
addresses fine and connect properly to the internet..
tried to disable the onboard nic and add in a nic ..still would only
autoconfigure the ip..
tried to statically assign the ip information and got page cannot be
displayed error even when statically configuring the dns also ..
this one has us stumped.. can't figure what else to do short of a reformat
and reload..
PLEASE HELP!

when using static IP, which DNS address are you using? posting the result of ipconfig /all here may help.

I put in the DNS Addresses from the ISP i believe it's 68.238.0.12 for the
primary.. i'm not there right now but i will check and get back to you.. note
that I can't even ping the router even when i put in the router ip as a
default gateway

if you can't ping the gateway, it is more likely hardware settings issue.

Where would I begin?.. I looked into some registry settings as well as the
settings for the network adapter .. a broadcom on board nic .. the other nic
i tried was a pci nic borrowed from an emachines computer .. the result was
the same with either nic.. i would get a link light and a connection
confirmation but not an ip address on either nic...
